I checked the file and it looks quite normal. Perhaps the scanner is a little bit nervous because of too many % and @ signs. If you use this in an HTML context (like the virus name indicates) then this is perhaps dangerous for some windows boxes.
So finally this looks like a virus scanner which is a little bit too simple for Unix systems ;)
