yes, if I remember correctly, Mason and Apache2 currently do not mix very well. I'd also recommend to use Apache 1.3. As an alternative, you could also use the CGI implementation which does not depend on mod_perl. Of course, if you figure out how to use Apache2/mod_perl2/Mason with OpenXPKI please let us know...
