There is already a bug for that, see the thread on -devel. It's
apparently a problem with Apache2/mod_perl2 :(

What error message do you get? Can you start the server with debug
output and look for an error there?
Try openxpkictl start --debug OpenXPKI::Service:128
and look at what is 'collect'ed and 'talk'ed, for example ...
Can you login using External Dynamic or External Static? Anonymous?

Hmmm, if the rest works, this should be totally unrelated to Apache, so
I doubt it.
