Besides: The build installs only the perl modules and neither the UI stuff nor the configuration, I would recommend that you look into the debian postinstall script (in package/debian/core) and the sampleconfig.sh script (config/basic/) to see what needs to be done.
You also need to take care to get all the perl deps on the system (they are listed in the Makefile.PL of core).
As I am an old gentoo-ist myself, I'd be happy if you can provide an ebuild file - if you need help, please use the openxpki-devel list.
