You dont import the keys, only the certificates. The keys are read from the filesystem every time they are used, so - no, they dont need to be there when you import the certs.
Note that you need to restart the daemon after changing config.

    Take a look at the file "config.d/realm/ca-one/crypto.yaml" - there
    is the super secret password "root" set for the test keys.
