Hi David,very strange - I just tried on a fresh checkout and it works. Do you have the lastest revision (Version 1.1?) - the vagrant setup was broken before.
If so, can you please run 'vagrant ssh test --command "locale -a | grep en_US"' - you should see the "en_US.utf8" locale installed, if this is not the case, you need to install the english locale inside vagrant (while I dont have an idea why it is not there...)
