Subject: Using hmac and csr challenge for scep authentication

I am running libopenxpki-perl 2.3.2 , is it possible to use both Hmac and CSR
challenge for SCEP certificate enrollment. The default certificate_enroll
workflow seems to ignore invalid hmac and falls through to challenge password
