I can see the file in the package and it also gets installed:
root@oxi-test-jessie:/vagrant# ls -la
/usr/share/doc/libopenxpki-perl/examples/openxpki-etc.tgz
-rw-r--r-- 1 root root 69980 Apr 8 15:14
/usr/share/doc/libopenxpki-perl/examples/openxpki-etc.tgz
Are you using a "slim" image? I made the observation while working on
the docker images that slim/light images prevent the examples from being
installed.
