This sounds like a bit like you have not configured a CA at all. After setting up the system it is the responsibility of the CA admin to create a CA key and certificate and make these available to OpenXPKI. Importing the CA certificate into a Realm is done via the openxpkiadm command. You will have to create a certsign token within the PKI Realm, once this is done, the CA can issue certificates (within its validity constraints, of course).
