I would double check that there isn’t a typo located in the 
/etc/openxpki/config.d/realm.tpl/crypto.yaml file

Apparently there was an invalid @ sign in it which caused allot of issues.

It might be worth checking.

If present then remove the @ and restart openpki

check if the en_US locale is installed, check the apache log and the logs in  
/var/log/openxpki/ for additional error messages.
