Hi,
you must upgrade to buster to use the 3.x packages, in case you did not
change much of the config it might be faster to just start with a fresh
install and config and connect it with the old database, just make sure
then to either use the old MySQL driver or migrate the sequence
counters. In case you want to keep your configuration, you need to
change it in some places.

OpenXPKI 2.5.x has a very early version of EST included but this is not
full featured and does likely not work at all.
Please upgrade to 3.x, it has full support for EST and migration is
quite easy, see the docs for details.
