Thanks Sergei - FreeBSD 14 is in production with FreeBSD's largest contributor, pfSense. I appreciate the concern, but it's not the issue here.
I found that webui/default.conf appends an extra .UTF-8 to the language setting. I made a sym link that fixed it. I was able to reproduce the issue in 13.2-RELEASE. I'll submit a change to your package. I wasn't able to reproduce in Ubuntu which suggests that it unique to the FreeBSD port. I'll also submit some update documentation so we can make the install and onboarding a little more clear and user friendly. Thanks for your help and support.
