If you are talking about a serial file you probably mean this in the context of 
OpenSSL. OpenXPKI can use OpenSSL for issuing certificates. In this case the 
serial file is created by the system on the fly based on the internal state of 
OpenXPKI. The serial file is removed immediately after certificate issuance.

The serial number of a certificate is determined by the system at runtime, and 
if running the system with the default configuration, the serial number will be 
randomized.
