Ejabberd has this option and maybe other servers.
That does not prevent distributed attack but if an army of zombie
machine wants to bring your server down you are in trouble anyway.

Right - this seems like a good point to start discussions on how to
do that :)
I don't allow registration on my server, for this reason - other
people don't have that as an option I imagine.
What's the current state of servers, do any servers have e.g. rate
limiting on registrations, so you can only register one per ip per 24
hours (or whatever)?
