With a help from Google folks I was able to solve this issue. Actually in
order to completely disable XMPP for your Google Apps domain it is not
enough to switch Talks service to "Off". You need to completely "uninstall"
Talks service from your domain.

In order to do this you need to go to the Admin panel -> Talk service page
-> Advanced option. And there is an option to "uninstall". The change takes
around 30 minutes to complete.

So I now have federation with Google properly working.
