Badly we must install tempest even here as it's automically configured when preparing env. I will work during F dev cycle to split functest core/ci and testcases hosted in Functest.
The issue is simply due to OpenStack upper-constraints. I must override them to add -e (then it will be installed in /src). That's what functest-core does.
