Another issue, how to create the parser container image(maybe other feature
project container building are similar) is need to be considered.
If patches are merged in parser, the parser image need to be built again, or
the image building is triggered periodically(such as daily or ervery x hours).
Is there any other good solution about it in functest?

Badly we must install tempest even here as it's automically configured when
preparing env.
I will work during F dev cycle to split functest core/ci and testcases
hosted in Functest.
The issue is simply due to OpenStack upper-constraints. I must override
them to add -e (then it will be installed in /src).
That's what functest-core does.
