are an open community and any proposals that affect the community need to be

Note also that any member of any LFN project is (or can easily become) a member 
of all LFN projects - at least there is no financial obligation beyond LFN 
membership. So if Amdocs wants to participate in OPNFV, nothing is stopping 
them.

Infra synergy is clearly an opportunity with the LFN but we should ensure that 
any discussion on that (beyond selling proactivity toward it) is kept at a 
cross-community basis in the technical community, and not at the Board or Board 
committee level. The TAC may provide a venue for finalizing cross-community 
infra strategy but all the detailed discussion on it (including the CVP) should 
be at the level of inter-TSC dialog. We can setup cross-community focus groups 
as needed to facilitate that cross-community dialog, but it needs to remain 
open to community-level participation, and transparent.

In the short term, my understanding is the main impact of having C&C under the 
LFN Board is that it opens us up for further participation (for example, from 
Amdocs, who is an LFN member but not an OPNFV member) and allows greater 
transparency.  It also encourages more cross-project discussion (you're right 
that it will take some time to work out any such details - this would just 
provide a vehicle). For OVP, I think we proceed as planned as soon as we have 
the C&C rechartered (which has to happen, regardless of where we put it, since 
we were originally chartered as a Board committee).

Longer-term, we'll have to work out logistical issues with how we work inside 
LFN.  As you mention, questions of scope and passing criteria would go to the 
TSC through Dovetail and/or other OPNFV testing projects.  Likewise, I think 
tests/requirements generated by other communities should be governed by their 
TSC and branding/marketing handled in the respective communities, as well (the 
top-level LFN may need to weigh in if there's a gray area between llcs).  From 
the work we've done so far, I think a lot could be reused in a combined 
environment, including the governance document, committee structure, 
operational practices, Dovetail testing framework,  and back-end 
infrastructure.  

For OPNFV, I don't anticipate a change in scope in the near term (as Dave 
mentioned). We're not talking about re-tooling.  Longer-term, maybe we add some 
tests, which will impose requirements on Dovetail. As we discussed on the call, 
Amdocs has just proposed an experimental POC integrating with ONAP's VNFSDK 
project. My understanding is that the impact to Dovetail is minimal (making it 
easier to integrate external tests with the test framework) and is in-line with 
Dovetail's existing roadmap. If Dovetail buys in, the requirements would need 
to be added to the project plan, which would need TSC approval.  This is NOT 
part of the OVP, and we would NOT wait on such an integration. It just shows 
some desire in the wider LF community to collaborate.  As it was on Dec 31, any 
future enhancements to the OVP need to be reviewed with the OPNFV TSC.

I don't think the LFN Board will have the right makeup or detailed focus to be 
considering such strategic questions itself. I think that the TAC if any place 
other than the specific project TSCs, would be the place to consider LFN-wide 
C&C initiatives. But we are very early in the process of LFN formation and I 
don't think it will be effective to expect either the Board or the TAC to 
consider those broader questions just yet.

In any event it was my understanding that all OPNFV activities other than the 
Marketing and Legal teams would be delegated to the TSC, at least until we have 
had time to consider why and when we would take them up a level. Even then, we 
have to ensure that we have access and transparency in the operation of any 
committees that will carry forward the C&C program for OPNFV. Removing the C&C 
program further from the technical community at this time is not wise IMO.

This was not my recollection - in the November board meeting, I raised the 
ongoing status of the C&C committee post LFN, the minutes reflect my 
understanding at the time that the issue was not resolved: "Director Neary 
asked what would happen to the Board committees such as the Compliance & 
Certification (C&C) Committee, and Ms. Kirksey noted that one possibility for 
the C&C Committee would be to be reconstructive as a new committee under the 
LFN Board. In addition to the C&C Committee, Ms.

Given that the C&C was a board committee, without an explicit guidance

The Dovetail project, and the contents of the certification addenda, are 
subject to TSC approval as I understand it, but the management of the program 
itself (scope, branding, etc) falls under the board.

I agree that any change in scope for the C&C is premature, but what I 
understand is that ONAP is (jndependently of OPNFV) deciding to use the 
Dovetail test tool and framework for ONAP's similar program, and that any 
changes to accommodate this would go through the normal Dovetail review process.
