In principle, we should try to follow Apache guidelines. I haven't looked at OPS4J Base for 10 years or so, and won't know if there are any dependencies. If not, in which case LICENSE is the only thing needed. Otherwise, other licenses may have NOTICE and credit acknowledgement requirements.
Inclusion of license file into Maven artifacts (which is what I think you refer to); I thought that was automatic once it was declared in the POM. Perhaps some plugin is needed to be declared.
