I've hit a bug in PaxWeb whereby the following NPE is thrown intermittently 
depending on timing:

I wanted to file a Jira for the issue and submit a PR on Github, however it 
appears Jira is not open for new registrations. Is there a process to 
obtain Jira access? Should I submit a PR without a corresponding Jira issue?
