Pax Web 7.2.19 should be fine. I can't check the code at the moment, but
what I spotted is that you've created "etc/org.ops4j.pax.web.context.cfg"
file which is "org.ops4j.pax.web.context" PID. You have to create a
"factory PID", so please create a
"etc/org.ops4j.pax.web.context-somename.cfg" file - dash ("-") in a PID
makes it a factory PID and that's what the context processing needs.
