Some time back, Ron noted that we did not have documented guidelines
for ICMP use, and the addition of new ICMP message types. Carlos and
I just issued a revision of the AUP draft, and we're looking for
feedback: http://www.ietf.org/id/draft-shore-icmp-aup-02.txt. In a
nutshell we're stating that the two broad categories of messages which
are appropriate uses of ICMP are:
1. forwarding plane anomaly notification
2. on-link discovery
