Hi,

According to the YANG tree presented in the draft, the routing protocols are 
associated to vpn-network-access.
However PE-CE protocols configuration (BGP, static routes, OSPF) are set over 
the network-instance (VRF) an not in the context of interface (as soon as the 
interface created the protocol can start).
In some case the interface is important (IPv6 link-local address) , but in this 
case a reference to the right interface leaf can work.

As such I believe attaching the routing-protocols to vpn-node is more accurate.

BTW, In L3SM (RFC8299) the routing-protocol is a site entity and not 
site-network-access entity we works under the same logic.
