Check the paths produced by the following

perl -e 'print join " ",@INC'

and compare with what is in /usr/local/nagios/perl/lib to see if the directories in here match what is in @INC

It wont be just the web interface though - some of the deamons will also fail if the perl libraries cannot be found.
