The former.
Ideally only changed slave server config files would be pushed out
and ideally a downed slave server would not block a non-related
settings change, I was just wondering how config files were handled
now.
We do have some ideas on speeding up reload times, but it is not our
highest priority at the moment, unless someone was willing to sponsor.
