Yes, you can use the API: http://docs.opsview.org/doku.php?id=opsview-community:api for example: I have tried to edit services.cfg file (/usr/lacal/nagios/etc and /usr/local/nagios/configs/Master Monitoring Server) which make no effect on the monitoring services.
all configuration files are re-written whenever a reload is done - all the configuration is stored within the Opsview database
