It's not pretty but gets the job done.

This has been a limitation of Nagios for a very long time. I'm happy to say that we've solved this issue in the upcoming Opsview 3.7.0.

We're introducing the concept of a "notification profile", which means a contact will have access information (host groups / service groups / keywords), and then a set of notification profiles which then provides a subset of their access (again in host group / service group and/or keyword selection) with notification methods. This allows a very flexible way of assigning notifications.

We're still testing this at the moment, but it is looking good!
