My guess is that the proxying is not setup correctly on Apache. I've just done a test and FF just seems to silently drop any javascript files that do not exist. Try using Safari as that lists if files were not found. You could also increasing logging on apache to see what files it is trying to read.

Also, try http://10.9.0.220/javascript/prototype.js as I'm guessing this is not returning the javascript correctly.
