Quick, hack it!  I'm just kidding.  Could you clarify the statement
"Nothing seems to be installed"?  Are there specific files missing
that you think should be there?  Have you tried starting NRPE outside
of xinetd to see if the process starts / opens a port?  Perhaps
there's a config issue and the process is dying as soon as xinetd
tries to start things up.
