Doublecheck your httpd logs- I had this issue, and it turned out that following the port change instructions (from 3000 to 80) turned my OPSview server into an open proxy.

Have you any additional checks set up for monitoring port 80 or port 3000 on the master server? Anything to indicate what is happening in the apache logs or in /var/log/opsview/opsview-web.log?
