No im not convinced. They can already do that now. They dont need a law. Thats what Echelon is for. Thats why using encryption becomes more and more important for privacy. e.g. zphone from Zimmerman, Simp Pro from Secway and the capabilities of IPSEC and eventually IP V6 if you dont like the thought of governments watching you.
