There are instructions here: http://wiki.noreply.org/noreply/TheOnionRouter/TorFAQ#OwnTorNetwork In particular Adam Langley has put together a neat little script which does most of the hard work for you: http://www.imperialviolet.org/binary/make-private-tor-network.py This will work whether or not you are connected to the Internet.
