However, in general you should set the proxy option in your application to localhost and the respective port. Just try it out and see if it works or wait for an answer by someone who is familiar with Skype. Also, I'm not sure whether voice may be too slow when using Tor.
About VOIP: I did not say VOIP calls are encrypted. ;) I said it is possible to encrypt them by using zfone. But just like email encryption it requires both participants to use it.
