I'm not a tor expert, I'm just running a small 60K middleman server, however I noticed those two "anomalies": 1) you've a really high burst rate, try flattening it to your max bandwidth option 2) you're a directory, I don't known if directory traffic is checked against tor bandwidth limits, could it be?
