This is a bug (either with logging or some deeper confusion) that was triggered by adding a fourth v3 directory authority. I still don't know what the bug is, which means it's a good bet it'll show up when we add the fifth. :) But it seems to have resolved itself after one voting period, so I am not too worried. --Roger
