Well, we don't know what the issue is. Nor can we recreate the issue ourselves. Therefore, we need more data. Can you give Tor/Vidalia some sort of output which shows what calls are being made while Tor/Vidalia is at 100%? In unix world this could be strace, oprofile, or gdb output.
