Practically with this bug tor is not running so the severity and
priority are euphemisms. (it's a class one outage!)
I need the accounting to make mrtg graphs and limit the bandwidth
elsewhere in torrc.
So how can we fix this?
When I change the bandwidth to:
BandwidthRate 120000
BandwidthBurst 121000
Then, after 16 hours, the traffic peaks at a whopping 36 KB/s.
So why isn't 20 KB/s used?
