I'll assume you downloaded the easy installation version for Windows, and that you may have downloaded a broken version. Some downloads provided Polipo but then tried to connect through Privoxy. The latest Torbutton says it has been fixed to connect through Polipo, but when I first downloaded the latest stable version (Tor + Vidalia + Polipo + Torbutton), Torbutton kept trying to use Privoxy, and my computer did not have it (and/or Polipo wasn't initialised by default the way Privoxy was set to always run as a service, even when you weren't planning to use it). Try re-downloading the easy install version and re-installing. If that doesn't work, go into Torbutton and uncheck 'Use Privoxy' or 'Use Polipo' and just use Tor without either.
