Right, because you've called a non-gui app that is only command line to
start an app that requires the WindowsServer, which doesn't talk to the
internal shells, as I understand it.

It sounds like you could research how to trap all starting applications
and force a proxy shim between the application and the network stack.
torsocks does this on the command line.
