Yes, it's wrong. It's a wiki -- please fix it. :) In fact, none of the Tor developers added this particular question in the first place. That's part of why I've been pushing to migrate the faq entries that are actually useful onto https://www.torproject.org/docs/faq so we can abandon the wiki faq.
