*Job Title : Business Analyst/PM - Healthcare Location : Portland, OR ,(ONLY LOCAL) Duration : 6 months Need to be LOCAL* There is an immediate need for a Senior Business Systems Analyst/Project Manager to assist with developing information to be used in developing a cost analysis. This cost analysis will identify options for converting the existing WIC client/server data system to a web-based application by off the shelf applications or conversion. A high degree of prior business analysis and technology experience is required. Prior experience developing RFPs; Project Management, and conversions of a similar nature are also highly desirable. Use of existing documentation with minimal user involvement is likely. The initial engagement will be six months to assist in developing analysis as necessary to apply for ongoing funding. WIC is the Special Supplemental Nutrition Program for Women, Infants and Children. This public health program is designed to improve health outcomes and influence lifetime nutrition and health behaviors in a targeted, at-risk population. Nutrition education is the cornerstone of the WIC Program. Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Business Analyst/Consultant capabilities with 8 or more years of experience in the field or in a related area. Familiar with relational database concepts, and client-server concepts. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May lead and direct the work of others. May report directly to a project lead or manager. A wide degree of creativity and latitude is expected. Looking for: 1) Demonstrated Project Management experience (10+ years). Ability to plan and lead the analysis effort in a time constrained manner while DEMONSTRATING THE ABILITY TO COMMUNICATE EFFECTIVELY with all of the Stakeholders and Subject Matter Experts. 2) DEMONSTRATED AND SUBSTANTIAL BUSINESS ANALYSIS EXPERIENCE eliciting, trading-off, prioritizing, organizing and tracing requirements within multiple stakeholder groups (10+ years). 3) Experience in BUY VERSUS BUILD ANALYSIS without bias. 4) Experience in leading the DEVELOPMENT OF BUSINESS CASE, RFP, AND PROCUREMENT DOCUMENTATION AND DECISION MAKING. 5) Substantial experience in OBJECT ORIENTED AND WEB BASED TECHNOLOGY ARCHITECTURES. 6) ABLE TO ADAPT TO SPECIFIC CULTURE AND USER COMMUNITY which is highly consensus oriented. 7) Prior experience with government procurement and technology processes helpful 8) Prior experience with PUBLIC HEALTH, HEALTH CARE OR NUTRITION CONSULTING. ------------------------------------------ Warm Regards , Shawn - Sr. Technical Recruiter Riviera Consulting LLC.
