*EXPERIENCE AND PROFESSIONAL QUALIFICATIONS, KNOWLEDGE, SKILLS, AND
ABILITIES:*

·         Minimum, undergraduate and or postgraduate degree;

·         A technical background, whether having worked as a programmer or
engineer, or completing a Computer Science degree is strongly preferred;

·         Prior project management experience (PMP preferred);

·         A minimum of 6 years of experience in IT related type
projects/programs with proficiency in technical operations of a of a large
(40+) IT team within the last five years;

·         Experience in Business Applications Portfolio Management
experience in a large, complex environments is preferred;

·         Experience in public sector or educational institutions preferred;

·         Experience authoring the following Business Analysis artifacts:

a.       Business Requirements

b.       Functional Requirements

c.       Stakeholder (user) Requirements

d.       Traceability matrices

e.       Quality of Service (QoS)

f.         Balanced Score Card;

·         Proven ability to motivate, consistently communicate with and lead
large project teams;

·         Ability to manage large corporate initiatives, pre-defined budget,
schedule and scope;

·         Demonstrated organizational skills including the ability to define
business scope and to develop detailed strategic or tactical plans
appropriately based on business context;

·         Thorough understanding of project management methodologies and
best practices (e.g. PMI, PMBOK, Six Sigma);

·         Demonstrated exceptional teaming skills and will have extensive
experience working with demanding customers;

·         Demonstrated ability to work closely with Senior Executives;

·         Ability to meet aggressive timelines, resource and budget
constraints; and

·         Ability and willingness to thoroughly document work results.



*Work to be Performed:*

·         Provide systems analysis and design services to the Department of
Education (DOE) for its IT related projects;

·          Analyze IT service requirements and develop procedures for
implementation, programming and/or maintenance of major computer systems to
DOE and OITS leadership

·         Experience authoring the following Business Analysis artifacts:

a.       Business Requirements

b.       Functional Requirements

c.       Stakeholder (user) Requirements

d.       Traceability matrices

e.       Quality of Service (QoS)

f.         Balanced Score Card

·         Responsible for gathering information for and authoring the
following documentation based on needs of stakeholders and business owners.
These documents may also include algorithms, screen layout, data diagrams
and other technical artifacts:

a.       Business Requirements

b.       Functional Requirements

c.       Stakeholder (user) Requirements

d.       Traceability matrices

e.       Quality of Service (QoS)

f.         Balanced Score Card

·         Enforce compliance of their volunteers, agents, employees and
representatives with contract terms and perform in accordance with FERPA and
state law;

·         Responsible for adhering to and at times facilitating the
Department’s change management process

·         Facilitate decision making, act as a catalyst for resolving
disagreements in cross functional teams, and document requirements and
project charters, toward the primary objective of successfully delivering
transformational organizational change;

·         Develop and maintain solid relationships with multiple levels of
the DOE organization as well as preparing and presenting briefings and
reports to the Leadership team; and

·         Provide training to DOE IT staff about standard change management
procedures which will facilitate continuity throughout the OITS work
environment.
