Under the project manager, the test lead is responsible for the risk based test plan, management of the execution of test scripts and metrics reporting. Overview: The Information Technology Division (ITD) meets VDOT's critical business needs by improving agency responsiveness, effectiveness and efficiency, through innovative research, defined architectures, planning, and optimal use of technology. Enterprise Data Management (EDM) provides universal enterprise data access by linking geospatial and business attributes to roadway centerlines via web-based applications. GIS provides the infrastructure, software, tools, techniques, and support to visualize and analyze geospatial data. Resource Need: The Virginia Department of Transportation (VDOT) Information Technology Division is seeking an experienced technical Test Lead to join the EDM Program. Under the project manager, the test lead is responsible for the risk based test plan, management of the execution of test scripts and metrics reporting on the assigned projects. The work in EDM is data intensive with significant backend processes. The right person will need solid technical skills, people skills and an assertive disposition. The selected candidate will: Serve as a hands-on technical test lead with development staff and business groups; Provide high level of functionality, usability and testability expertise during requirements phase; Trace requirements through Test Scripts and results; Coordinate and communicate with EDM project managers and staff to coordinate testing work tasks and resourcing; Communicate timelines and expectations to project manager, technical, and business staff; Collaborate with vendors, consultants, and contractors in the testing of projects; Define test objectives, design test plans and test cases for assigned projects; Define and measure testing progress with metrics; Conduct Triage Meetings across various parties from ITD staff to vendors and business partners. Report progress to Project Manager; Provide regression test suites for on-going quality assurance; Continuously improve speed, quality and ease of testing; Provide an auditable record of test activities; Support system and application troubleshooting; Qualifications: The candidate must have a minimum of 3 years experience as the managing test lead and a bachelor's degree. Ability to prioritize test cases based on risk analysis and adequate coverage Strong Communication, Presentation & Analytical skills At least 3 years in-depth experience and demonstrated proficiency with QA methodology, process and deliverables Experience testing complex multi-tiered web based systems and complex data-driven applications Ability to work hands-on and also provide leadership in the implementation of complex testing solutions. Display a high-level of initiative and troubleshooting skills Ability to effectively communicate with business clients; ability to effectively work with any coworker within the team or division; ability to transfer knowledge and translate technical concepts to non-technical resources and coworkers; excellent verbal and written communication skills Able to work independently to juggle multiple simultaneous priorities with minimal supervision and keep project manager informed of progress toward goals Must have the flexibility to work a regular schedule with additional off hours at critical rollout periods required Proficiency with SQL database technologies and technique Knowledge of and experience of testing applications utilizing the following technologies is preferred: Bachelor’s degree preferred but will consider 8+ years of experience .NET Framework, Web Based Applications, and object-oriented architectures Oracle, SQL ESRI ArcGIS Desktop & Web-based Applications (ArcMap, ArcGIS Server ArcGIS Online) Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint) Team Foundation Server Special Instructions to Applicants: This position requires a fingerprint-based background check.
