The Division seems to be moving in some new directions due to changing priorities as well as the dictates of changing statutory and regulatory requirements. DCCS has decided to pursue the development of the CCFS Provider Online Process (POP). POP will be a secure web-based process to be used by applicants for authorization to operate OCFS programs. This process will allow users to complete the application process online and directly populate the system(s) of record namely CCFS. This enhanced website will be will be built to meet the following: The State’s LEAN Initiative has launched a movement toward ‘less paper’ and a leaner application process. As part of this initiative, DCCS has raised the issue with the CCFS development team of developing an on-line application process to be included as one option for applicants and child day care providers. An additional component, as an increasing number of providers have internet access, is the development of a secure process of transmitting correspondence to providers via email has been discussed as an option to be pursued. Yet another aspect of this involves modifications to the provider application to reflect the easing of requirements in accordance with legislative mandates. The objectives are to minimize the paper forms necessary to complete an application, to streamline the application process by providing to applicants online personalized application documents from which data submitted by applicants can be uploaded directly into the database of record, and to create a provider process to enable secure email communications including inspection results, etc. It will also allow the uploading and storage of supporting documents and inspections by outside entities, e.g. scanning. This approach will have an impact on printing and mailing costs, the time required to get the application in the hands of the applicant, and the processing time needed by regulators. In addition the satisfaction surveys can be completed online, allowing for calculation of findings. After Phase 1 the future phases will include: Validate completion of all information prior to submitting Allow for enhanced messaging between provider and caseworkers, email/notices Allow for general notification to be sent to providers without mailing cost Show Profile Information, Automate secure lettering process, Automate personnel information/processes Requested Qualifications 84 months experience developing N-Tier .net web applications 72 months experience developing applications utilizing .Net 2.0 or above. 72 months experience writing and developing Web Services or Windows Communication Foundation (WCF). 72 months experience with PL/SQL writing packages stored procedures and triggers. 48 months experience design & deployment of complex SQL objects and relational databases design. 48 months experience utilizing Model View Controller (MVC) 36 months experience utilizing JQuery. 36 months experience with Team Foundation Server.
