Description

Eastern Illinois University, Information Technology Services (ITS), wishes
to engage the services of an expert in a Cisco network environment in the
field of Voice Communications Systems, and Voice over IP (VoIP) to serve as
a consultant in the procurement of a new state-of-the-art campus telephone
system. In addition the University wishes to explore options for Video (TV)
Services in the Residence Halls and certain other locations on-campus. The
consultant must be able to direct and assist the University in defining and
developing reachable goals for the project, analyzing current
infrastructure and developing solutions consistent with the University’s
mission and business processes.

The Communications Consultant will report to the ITS Communications Project
Manager, and will interact directly with the ITS Communications Project
Committee. The consultant may also be asked to interact, under the
direction and supervision of the ITS Communications Project Committee, with
various campus constituents.

Tech/Functional Skills Supplies / Services Required: In pursuit of the
requirements for this project, the consultant will, at a minimum, provide
the following services.





1. Conduct a complete network assessment.

2. Prepare and document a complete Communication Project conversion plan,
to include a project timeline with milestones taking into account academic
calendars.

3. Analyze, document, and report on the capabilities of our current
infrastructure including all voice and potentially related data systems,
voice-related business processes, Centrex features and functionality
currently in use, and staffing.

4. Recommend and discuss with the ITS Communications Project Committee,
viable alternative platforms, such as VoIP, traditional Centrex, hybrid
approaches, or combinations, including fully and partially outsourced
solutions such as Traditional and IP Centrex.

5. Recommend and discuss with the ITS Communications Project Committee
enhanced telephony services such as Call Centers, Unified Messaging,
wireless VoIP, Voice Recognition, IVR, etc.

6. Recommend and discuss with the ITS Communications Project Committee
viable alternatives to the present video systems on-campus including the
Cable TV system located in the Residence Halls.

7. Prepare and document plans and projected costs for alternatives,
including the full system lifecycle, staffing requirements, maintenance and
support, future system upgrades, business continuity, system replacement,
etc.

8. Assist in the preparation of the RFP for procuring the desired solution.

9. Develop the criteria for selection.

10. Assist the university in evaluating the RFP responses.

11. Develop and document plans for end user training and cut-over.
