The Governor’s Office of Information Technology (OIT) is in need of IT
consulting services to analyze, code, and implement fixes as needed for the
Electronic Accident Reporting System (EARS), Penalty Assessment system,
This process will require analyzing and researching various issues
submitted through the Help Desk and making the necessary code changes, if
applicable, to fix the issue. Additionally the consultant may be asked to
assist with design and coding new functionality for EARS and Bulk Records
Projects as needed to implement changes required.  This Quote Request is
for consulting/programming services to complete research and make potential
code fixes/changes EARS. Additionally this candidate may also be needed to
assist with Oracle Upgrade work. The consultant will have the following
deliverables as identified below.



Help Desk Ticket work. The selected vendor will:

Provide analysis of the various help desk tickets related to issues
identified and consult guidance from the EARS/PAX business user and/or
assigned support Developer and provide a solution for the issues and if
necessary, code the solution so that it can be migrated into production and
resolve the issue.

Migrate the coded solution into the production environment utilizing the
standardized procedure, with the approval of the Application Services
Manager.



Project work:

Bulk Records Data share. Creating an XML file for data transfer to various
outside entities per the speficied Business Requirements.

EARS Onboarding. Working with several jurisdictions so that they are able
to submit their electronic accident reports via data transfer.

Oracle Upgrade. DOR is upgrading several DBs to an Oracle version as the
current version is at End of Life. Applications work is needed to
accommodate this new version.



Minimum qualifications:

Excellent people skills to interface with business user and IT seamlessly

Excellent technical writing for such items as documentation, change
management, and status report

Excellent oral and written communication skills

Excellent organizational skills

Excellent analytical skills

Excellent knowledge of and coding in Natual/Adabas programming languages

Strong system design skills

Strong problem analysis skills and ability to work well under pressure

Must have the ability to work independently, be a self-starter

Must be flexible with the ability to change course when necessary and
appropriate Microsoft Office suite.



Scope of Work:

To accomplish the work of this request the Leased Worker or Vendor-proposed
alternative will work with OIT and any other necessary associated groups.

Document additional requirements of the project where necessary.

Provide process and system diagrams if necessary.

Obtain written approval of all designs and requirements from OIT DLS Lead
Developer prior to performing coding, testing, or implementation.

Prepare all appropriate change control documentation for approval and
execution by OIT.

Perform and/or manage the work itemized in section A of this request.

If working on a legislative project, create user and technical
documentation for the project and save to the appropriate DOR storage
location.

Provide knowledge transfer to the DLS team for all work implemented.

Submit written weekly status reports.
