*Location: Oakland, CA*
*Job description:*
*Q**ualifications:*
·         System security and access, server utilities, software releases,
system upgrades and patches, web platforms and report development
·         *Minimum eight (8) years of experience in systems analysis and
application program development.*
·         Minimum three (3) years of experience in a direct supervisory and
management position.
·         Bachelor's degree in computer science or related field OR four
(4) years of experience in a directly related field.
·         High School Diploma or General Education Development (GED)
required.
·         *Master’s Degree Preferred.*
·         Extensive knowledge of the system development life cycle and
system and application program development technology alternatives,
principles of audit and control, budgeting and risk management and strong
project management skills.
·         Excellent analytical ability and interpersonal skills to
communicate and negotiate effectively with vendors and internal clients and
other IT staff.
·         Extensive knowledge in full range of application development and
commercial software acquisition, support, and implementation.
o   This includes System security and access, server utilities, software
releases, system upgrades and patches, web platforms and report development.
* Duties: *
·         Performs system administration for key systems like MSOW and
Quality Reporter, including system security, technical support, software
upgrades, patches, and data dictionary maintenance.
·         Performs master file maintenance.
·         Defines data purge and retention cycles.
·         Monitors data quality and integrity.
·         Knowledgeable of source systems and client data business
requirements.
·         Prioritizes client support demands and organizes, analyses, and
controls the activities of the project team.
·         Assigns personnel to the various projects and directs their
activities.
·         Reviews and evaluates the work of the staff and prepares periodic
performance reports.
·         Prepares activity and progress reports for the team.
·         Leads cross functional team projects and provides information
technology consulting services.
·         Coordinates and ensures delivery of services and support from
KPIT for applications and initiatives.
·         Responsible for detailed planning for development schedule,
budget, staffing and approach.
·         Tracks and reports development status (schedule, budget,
milestones, metrics, key events, risks and issues) to appropriate director.
·         Establishes development standards and processes.
·         Ensures that all personnel are trained on processes and standards.
·         Extracts data from various databases for report generation.
·         Generates ad hoc reports and databases to address specific
business needs.
·         Recommends improvements to permanent reports.
·         Designs and develops reports to manage business processes.
·         Develops new ad hoc reports to address specific business needs.
·         Participates in business improvement project teams.
·         Analyzes impact of process or technical tool changes on existing
processes, tools, and interfaces based on knowledge of interdependencies of
related functions and systems.
