- after an initial phone screen.



Details:

Client is in need of a Technical Specialist for an assignment, An
additional month is expected, but not yet budgeted for.



Onsite interviews are REQUIRED.  Do not submit candidates unable to
interview onsite.  Client Managers will be conducting phone screens prior
to scheduling onsite interviews.  Abby will be coordinating interviews on
behalf of the agency.



BizTalk and HL7 are REQUIRED, highly desired skills.



The Ohio Disease Reporting System (ODRS) is an application to make disease
reporting more timely and efficient for disease reporters (e.g. hospitals,
laboratories and physicians), and to improve communication about infectious
diseases between disease reporters, local health departments, and the Ohio
Department of Health (ODH). Currently, only Local Health Departments,
infection control practitioners, and ODH have the ability to enter and
update case and laboratory reports into ODRS. In addition, some
laboratories and hospitals have the ability to electronically up-load
batches of reports from their databases into ODRS, minimizing paperwork and
re-entry.



Needs/Solution

For almost 15 years, ODH has maintained ODRS, a system created by ODH to
replace the paper-based system used prior to 2001.



Bureau of infectious Diseases proposes to make only minimally necessary
changes to ODRS to keep it running for the next 3 years. These updates
include implementing a new required method for transmitting data to CDC,
linking to another CDC system for outbreak reporting, and making updates
required by federal grants and OAC changes. In addition, any information
technology work necessary to prepare for the transition to a new system
would be included as part of the project.



ODRS will be minimally updated to ensure compliance with OAC requirements,
CDC recommendations, and grant deliverables. BID proposes to complete the
following items during this project:



1) Allow ODRS to send MMWR export via HL7 for generic fields, hepatitis,
mumps, pertussis and congenital syphilis per CDC's NNDSS Modernization
Initiative

2) Update reports and canned queues for infection preventionists to capture
cases coming in from ELR

3) Update ODRS as needed based on OAC changes or CSTE position updates

4) Update algorithms in ODRS

5) Allow outbreak data to export into NORS via NORS Direct



This contractor should be highly proficient in:
