*Job Description*
The Portal Business Analyst will provide operational support of the
Enterprise Data Services Contract systems computing environment.
Responsibilities include monitoring operation systems, databases and
applications.  The System Support Analyst will provide input for directing
and monitoring information systems operations. He or she will compiles
records and reports concerning production, machine malfunctioning and
maintenance.  The successful candidate may advise on workflow plans,
methods and procedures analysis. The Systems Support Analyst will evaluate
the results of monitoring the operating system(s) and provide inputs to
improve processing and utilization.  The Business Analyst will gather,
validate, analyze and document the stated functional requirements, using
use cases, visual models, wireframes, requirements specifications, and
reports on the EDSC Program.


*Roles and Responsibilities*
Provide LOE for new integrations
Conduct Kick-Off Presentation
Create and update Integration Workbooks/Issue Logs
Create JIRAs pertaining to tasks for vertical integration
Lead integration calls and coordination efforts
Update Requirements Document as needed
Develop Gap Analysis documentation to define customers' business needs.
Participates in development of business, user, functional, and systems
requirements.
Generate business process, training, testing, and process monitoring
documentation.
Support development staff and subject matter experts (SMEs) to ensure
requirements meet specification and client expectations.
Analyze and document client's complex business requirements and processes;
constructs conceptual data and process models, including data dictionaries
and volume estimates to communicate requirements.
Facilitates Joint Application Development (JAD) and Joint Application
Requirements (JAR) sessions with clients to generate present and future
mode of operations documentation.
Interfaces directly with the customer and business owners to document
functional and business requirements.
Works with user interface design/development team to design the user
experience and develop wireframes.
Articulates requirements, makes recommendations for process and business
flows, develops consensus on requirements, and documents requirements via
the approved process and templates.
Serves as primary contact with the Subject Matter Experts and the champion
of their needs across the software development life cycle.

*Required Education and Experience*
Bachelor Degree or equivalent years of experience in requirements capture,
management and analysis activities along all phases of the software
development life cycle, including conducting user interviews, leading and
facilitating JAD sessions, and developing business process models and
formal specifications.
Experience in large software development projects involving implementation
of web-based user interfaces. Works well as a team member in a high-stress,
often time sensitive, unpredictable requirements environment.
Solid oral and written communication skills, with the demonstrated ability
to communicate complex technical topics to management and non-technical
audiences.
Able to attend meetings, take notes, and later replicate notes in a high
level of detail in order to relay any complex meeting discussions and/or
concepts.
Excellent analytical skills, the ability to integrate information from
multiple sources to execute effectively and efficiently in a dynamic
environment.
Bachelor's degree in Computer Science, MIS, related field or equivalent
experience.
Nine (9) years working in an IT Operations and Maintenance environment.
Experience with collecting requirements for J2EE/Web applications.
Experience with working with tracking tools such as JIRA etc.
Willing to work on call on rotation basis and update the incidents status
in Remedy tool. Gather time to respond and other ops related metrics from
remedy.
Coordination of release items with the team members and performing the
responsibilities as a release lead on rotation basis.
Experience with support tools such as Remote Desktop and trouble
ticket/service call tracking tools such as JIRA, Remedy, etc.
Strong and clear communication skills.
Ability to work independently and interact regularly with government and
non-government personnel at multiple levels of authority.
Experience in scheduling jobs using Tivoli.

*Desired Education and Experience*
Health Care Industry or CMS experience is preferred
Experience in healthcare industry
Healthcare Eligibility, enrollment or claims. Experience in Medicare and
Medicaid desired
Experience in consulting to the Centers for Medicare and Medicaid Services
(CMS)
