Provide analysis, design, development, implementation and maintenance of Java (JEE) applications. 2. Assist in the preparation and documentation of program requirements and specifications. 3. Consult with administrators to propose solutions to information systems problems. 4. Coordinate and provide consulting to Department staff regarding information systems development. 5. Meet with users to analyze and evaluate system requirements; creates functional and technical specifications, including E/R diagrams; performs database design, producing physical schema diagrams; programs the application; participates in in-house and user testing and training; converts data from existing databases when applicable and documents, implements and maintains applications. 6. Participate in the development of standards and in-house training materials for other program staff. 7. Perform technology and architecture upgrades to ensure the stability of applications in the DEP portfolio. 8. Provide analysis, design, development, implementation and maintenance of Java (JEE) applications. 9. Provide maintenance, enhancement and support for a variety of the agency’s Java applications 10. Provide mentoring and guidance to junior programmers and staff. 11. Provide policy, procedures and application specific information to other developers when requested. 12. Research and document requirements of program users 13. Research emerging technologies and leverage them where appropriate 14. Work with customers, users, and team members to understand business requirements that drive the analysis and design of quality technical solutions. 15. Work with network administrators, systems analysts and software engineers to assist in resolving problems with software products or company software systems 16. Write, translate and code software programs and applications according to DEP specifications. The candidate must meet or exceed the following qualification requirements: – 2+ years’ experience with Oracle PL/SQL – 3+ years’ experience with databases with Oracle databases (including both DML and DDL) – 5+ years’ experience in Java Frameworks such as Struts/Tiles, Struts 2, Servlets/JSP, JPA/Hibernate – 5+ years’ experience in XML, HTML and CSS – Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application software systems – Ability to Collaborate within cross-functional teams and coordinate efforts among members – Ability to communicate effectively, both verbally and in writing – Ability to effectively, efficiently, and proactively solve problems and manage issues. – Ability to establish and maintain effective working relationships with others. – Ability to think critically to solve complex, multi-dimensional problems within time constraints. – Ability to work both independently and as part of a team. – Ability to work well under pressure and meet deadlines without sacrificing quality. – Experience using Agile Development practices, specifically SCRUM and Kanban – Experience using continuous integration tools, preferably Jenkins. – Experience using Git and Jenkins – Experience using Subversion, Continuum Maven 2 and/or 3 – Experience working using the Scrum (Agile) software development framework – Knowledge and experience with Unified Modeling Language (UML) – Knowledge of database security, including role-based security. – Knowledge of Information Systems Development Methodology (ISDM) – Knowledge of object-oriented design methodologies – Knowledge of relational and object-oriented database designs – Skilled in analysis, research and troubleshooting. – Skilled in deadline and task management.
